Abstract
IN THIS chapter I summarize both the meaning of welfare and welfare reform as political issues and the effects of reform in recent years.1 I concentrate mainly on the United States, especially the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and its aftermath. More briefly, I also summarize the New Deal in Britain, to which some of our authors refer. I try to avoid saying anything that well-informed observers would dispute, whatever their politics.
