Abstract
As an alternative to coerced programs of in-prison rehabilita tion that are designed and implemented by administrators, a voucher system is proposed in which prisoners would be given wide discretion in designing and purchasing their own rehabilita tion programs. Problems of implementing and evaluating the proposal are discussed.
