Abstract
Refutes Wright's allegation that racism is an important factor in the provision of family planning services in the United States. Analyzing data similar to Wright's, the correlation on which the racism conclusion is based is spurious. The racism explanation is inconsistent with the pattern of program activity and another explanation that is based on federal funding practices is proposed. -Author
