N2 - Cold dark matter (CDM) models predict cuspy dark matter halo profiles and an abundance of low mass halos. Although these models yield significant results, they require self-interactions wildly in excess of those expected for weekly interacting massive particles or axions. A solution is proposed, involving free particles only. The solution emphasizes that dark matter halos are stable on small scales for the same reason that the hydrogen atom is stable.
