note = "Funding Information: The high-resohition optical spectrum in mercury has provided the most extensive set of systematic data on nuclear moments and isotope shifts, extending over 25 mass numbers and including eight nuclear isomers. The first few observations of the nuclear isomer shift in the optical spectrum of atoms provided some insight as to the possible origin of the odd-even staggering in isotope shifts \[1\ ]. Quite unexpected results in the observed ground-state shifts in neutron-deficient isotopes \[2\]w, here the mean square value of the charge radius of an isotope suddenly appeared to equal that of a nucleus with a mass number greater by 11, were interpreted in the light of the onset of strong deformation. This was in fact supported subsequently by the observation of rotational bands with large moments of inertia and strong collectivity for the even- i Work supported by the National Science Foundation Grant PHY76-21099.
