Abstract

Early in 1981, Ronald Reagan proposed a new economic program to Congress, boldly entitled "America's New Beginning. "1 The heart of his vision was tax reduction: across-the-board rate cuts by 30 percent over three years. "In this present crisis, government is not the solution to our problem; government is the problem, " he declared in a speech. "It is time to reawaken this industrial giant, to get government back within its means and to lighten our punitive tax burden.
