Abstract

Researchers discuss the element of discretion in the context of delivering housing and the National Planning Policy Framework (NPPF). They particularly concentrate on the presumption in favor of sustainable development (PFSD) and its description as the golden thread running through plan-making and decision-taking, along with the national policy imperative to boost significantly the supply of housing. This is because it is the area of planning that generates the heat and light in terms of plan making, decision-taking, and related litigation.
