Abstract

Provides the basis for a more systematic study of the objectives, interests, preferences, and motives of the main participants in the provision of infrastructure services in slum areas. Identifies six groups, the views of which have to be reconciled: the 'housers', the municipal engineers, the 'community builders', the politicians, the international funders, and the slum dwellers themselves. -D.Hilling
